Launching Lagoon, a dedicated testnet for operators on the Marlin network

Highlights:

🔍 Lagoon is an isolated lookalike of the Larvanet staking platform.

🛡 Backed by a separate set of tokens & staking contracts on the Kovan network.

🛠 Operators can verify their setup on Lagoon & easily switch to the Larvanet.

🧲 Attract delegations by pointing to a track record of performance on the testnet.

🐟 A testbed for the dev team to first test updates to the network or contracts without affecting the Larvanet.
